At the end of 2023, the capital of Dagestan received an updated development program. As to the resolution dated December 22, the government amended the state program "Ensuring the development and implementation of functions of the capital of the Republic of Dagestan" by the urban district with intracity division "the city of Makhachkala".

Having stated the role of Makhachkala as the capital of the republic and listed the improvement works from 2015 to 2023, the authors of the program declare that the city needs improvement again: "to bring places of mass recreation into compliance with the requirements of legislation, to improve green parks and squares, courtyard areas and social facilities".

The program does not contain information about the amount of financing, but determines the procedure for the city to receive assistance from the budget.  It is assumed that the funds will be allocated by the regional Ministry of Economic Development.
