Dagestan is expanding its practice of integrated territorial development. The regional Construction Ministry estimates the existing urban development potential at RUB 6.53 billion. The municipal authorities have identified 12 potential territories for integrated development based on an analysis of the Makhachkala agglomeration. These territories cover a total area of 620 hectares.

The territory known as the 'Azure Coast', between Makhachkala and Kaspiysk, is the largest, covering 200 hectares. Additionally, there is a 30-hectare area located in the residential district of Makhachkala known as 'DOSAAF', as well as several smaller territories with a total urban development potential of over 5.5 million square meters.
