Derbentskiy district, August 21, 2014. The Russian Public Chamber will meet today in Makhachkala to discuss the draft federal law "On grapes and wine" and speak about agriculture and rural development. Before the discussion, deputy Russian minister of agriculture Andrei Volkov decided to see the state the viticulture and winemaking are in and how they are developing by visiting vineyards of the Derbent sparkling wines factory and the Derbent cognac factory in Derbent region and inspecting these enterprises’ workshops.
After visiting the vineyards, the delegation went to the plants’ workshops to see the production process and hear about the history of the Daghestan alcohol industry’s flagship enterprises. Summing up the trip, the deputy minister noted that his ministry believes that reviving viticulture and winemaking is of critical importance. To this end, the state program will be amended to add subsidies for the industry.
Speaking about logistics, Volkov said that the ministry had proposed a new version of the state program "Developing agriculture till 2020" to develop wholesale logistics centers and fruit and vegetables store houses. Centers like that will stimulate agricultural development in whole. Developing the processing industry is also important, Volkov is reported as saying.
For Daghestan, wine-making is a traditional industry handed down from generation to generation. They can harvest up to several hundred thousand tons of grapes here. Daghestani government has approved an appropriate program for developing viticulture – the industry that brings about RUB 4 billion per year to different level budgets as excise duties and taxes.
Thus, while discussing the prospects for developing viticulture and winemaking, import substitution must also be disputed on. Now that there’s an opportunity to promote Daghestani products to replace the banned ones, winemakers have no right to lose the chance, because there’s so tight a competition in the industry.
