Parliaments of Dagestan and North Ossetia-Alania sign cooperation agreement

Makhachkala, March 24, 2017. Today, on March 24, the parliaments of Dagestan and North Ossetia-Alania have signed a cooperation agreement in Makhachkala. The representative delegation from Ossetia headed by the parliament speaker Aleksey Machnev arrived in Dagestan to participate in the official signing ceremony.

The chairman of Dagestan People's Assembly Khizri Shikhsaidov introduced the new members of the parliament to the guests with and expressed hope for further fruitful cooperation.

In his speech, Khizri Shikhsaidov noted that Dagestan paid great attention to the cooperation with other republics and the preservation of traditional centuries-old friendly relations with many of them.

"The Republic of North Ossetia - Alania and Dagestan have much in common in the fields of culture and traditions. Dagestanis know about your outstanding historical personalities, including the founder of Ossetian literature, the poet and playwright Kosta Khetagurov, the ballet dancer and pedagogue, the prima ballerina of the Bolshoi Theater, the People's Artist of the USSR Svetlana Adyrkhaeva, the famous Soviet and Russian conductor Valery Gergiev and many others. Their names are known far beyond the borders of the republic and the country.

We also know many Ossetian heroes of the Soviet Union, the participants in the Great Patriotic War, including Hero of the Soviet Union, General Georgy Khetagurov, Ibragim Dzusov, Hadji-Umar Mamsurov, Issa Pliev, Eldar Kachalayev-Tsokolayev.

I want to note that many former heads of the republic had done much to strengthen the friendship between our peoples.

We all know how the Parliament of the Republic of North Ossetia-Alania functions effectively and, in the cooperation with other authorities, the deputies resolve the significant challenges. The laws adopted establish a legal basis for the progressive socio-economic development of your region.

Dagestan is interested in making our ties even closer, and the signing of agreement should become an important stage in the development of these relations."- Khizri Shikhsaidov noted.

Alexei Machnev expressed hope that the agreement will encourage the development of interparliamentary cooperation and will contribute to strengthening fraternal relations between the peoples of Dagestan and North Ossetia - Alania.

"We are very grateful to Dagestan for sharing its experience in lawmaking. The signing of the agreement is a new step in developing the relations between our regions. Many Dagestani students, having graduated from Ossetian leading universities, still maintain contacts. You correctly noticed that our peoples have very deep roots of relationships, laid down by our ancestors. We honor and respect these traditions, "- the chairman of the Parliament of the Republic of North Ossetia-Alania.

The parties expressed their confidence that the document signed would become a basis for the long-term mutually beneficial cooperation.

According to the agreement, the main areas of cooperation are to improve the legislative process, the quality of the adopted normative acts and the parliamentary control over their implementation. The document also implies the joint development and discussion of draft federal laws submitted to the parties or developed by them for the introduction as a legislative initiative to the State Duma of the Russian Federation on the issues of mutual interest. The agreement also envisages the exchange of normative legal acts and their drafts, the methodological and other materials at joint conferences, seminars, consultation meetings.
