On December 18, 2025, the Republic of Dagestan was ranked among the top 10 regions in Russia for the quality of Regulatory Impact Assessment and expert review of regulatory legal acts in 2025.
The results were announced at a meeting chaired by Andrey Starikov, Director of the Regulatory Policy Department at the Ministry of Economic Development of the Russian Federation. The event brought together regional representatives, including Shamil Ammayev, Deputy Minister of Economy of Dagestan.
Dagestan maintained a “good” rating for RIA quality and achieved leading positions in two key categories:
• Methodological and organizational support
• RIA and regulatory review at the level of local self-government bodies
Federal officials noted that Dagestan’s strong performance reflects the effectiveness of the republic’s executive authorities in implementing sound regulatory policy and improving legal enforcement practices—marking a significant step forward in creating a more transparent and business-friendly administrative environment.
