Workshop for Daghestan executive authorities held in Makhachkala

Makhachkala, June 26, 2014. Today, a workshop named "Web technology in the public sector: monitoring, optimization and ergonomics of regulatory bodies’ sites in line with legal requirements and target audience’s needs" for Daghestan public executive authorities was held in the ‘Plug & Play Daghestan’ business incubator in Makhachkala bringing together heads of regulatory bodies’ press services, experts supervising maintenance of official sites, and their system administrators.

The event aims at getting to know the results of monitoring Daghestan regulatory bodies’ sites, identifying problems of using web technology in executive activities, and informing authorities of up-to-date web technology to enhance their work, let their sites meet all legal requirements and be more user-friendly.
Opening the workshop, 1st deputy Daghestan minister of press and information Zubairu Zubairuev noted that in Daghestan, there is a need to enhance public trust in executive authorities. On an example of the RIA "Daghestan" site, he showed how the "Municipalities" section works. Here, 52 municipalities post information on their activities. Zubairuev added that the RIA "Daghestan" site was going to have a new section named "Regulatory bodies" to analyze executive authorities’ work.

Expert with the monitoring department of Daghestan ministry of press Ella Ubushueva reported on the results of monitoring regulatory bodies’ official websites for their compliance with legal norms. They had analyzed 25 sites, and some of them provide content that doesn’t fully meet legal requirements, yet some sites are becoming more functional and stable meanwhile improving their design.

Participants noted that the main problems to solve about the issue under discussion were: absence of a comprehensive body’s telephone directory, absence of information about the body’s unit’s responsibilities, goals, and functions, incomplete information about the body’s unit’s heads, lack of information on the results of audits conducted in the body, etc.

At the follow-up round table, speakers and participants discussed problems related to information technology in the public sector.
