Makhachkala, June 12, 2018. The draft law "On the legal regulation of certain issues of patriotic education in the Republic of Dagestan" has been adopted in the first reading by the People's Assembly of the Republic at the last 23rd session.

In the explanatory note to the draft law it was noted that the new document was developed on the basis of point "e" of part 1 of Art. 72 of the Russian Constitution, which establishes joint regulation (by the federal center and the regions) of issues related to the education, science, culture, sport and physical education.

The document's authors noted that Dagestan had not yet practiced comprehensive normative legal act aimed at regulating the sphere of patriotic education of citizens. At the federal level, the relations in the sphere of patriotic upbringing are regulated by the Decree of the President of Russia No. 1416 and a government decree that established the corresponding state program for 2016-2020.

It is assumed that the proper legal regulation in this sphere in Dagestan will allow to ensure the formation and development of personal qualities of a citizen-patriot able to actively participate in strengthening and improving the foundations of society. "The adoption of the bill along with the state-run federal measures will allow the republic, as a subject of Russia, to carry out activities on patriotic education on a permanent basis.

The adoption of the draft law eliminates the existing gap in the legal regulation of public relations in the sphere of patriotic upbringing, which does not allow to fully implement the whole range of measures aimed at ensuring civil liability, the formation of an active life position, a high degree of social communication, as well as positive personal qualities , allowing fruitfully to carry out all-round activities aimed at protecting the Fatherland, human rights and freedoms"- the explanation to the draft law runs.
