The Russian Ministry of Transport has developed an agreement with Azerbaijan on border crossings. The draft was coordinated with the Foreign Affairs Ministry and published with a Russian government decree on November15.

"Instruct the Russian Ministry of Transport to hold negotiations with the Azerbaijani side with the participation of the Russian Foreign Affairs Ministry and, if an agreement is reached, to sign the document on behalf of the Government of the Russian Federation, allowing for changes in the attached draft that are not of a fundamental nature."

The document refers to the 1995 agreement. The subject of the proposed agreement is "coordinated measures for the synchronized development of border crossing points and transport approaches to them". It should be noted that delegations from Moscow and Baku have been working on the modernization of border crossings.
