Dagestan Business Ombudsman visits Council of Europe

Makhachkala, November 20, 2014. Dagestan Business Ombudsman Bashir Magomedov arrived at the Council of Europe for a working visit, the ombudsman’s press service told RIA "Dagestan".

His mission was to attend the ombudsmen’s meeting held November 13-14 at the headquarters of the international organization in Strasbourg. The meeting was part of the European Union and Council of Europe’s joint program "Protecting entrepreneurs’ rights in the Russian Federation from corrupt practices".

Magomedov says it was an educational visit - regional ombudsmen learned how the EU and the ECHR work and exchanged their views with officials from the European Court of Human Rights on case law which pertains to protecting entrepreneurs’ rights.

Mustafa Ferati - the manager of the project for protecting businessmen against corrupt practices - moderated the debate which brought together officials from the Russian federal business ombudsman’s office and some regional ombudsmen.

Head of the crime prevention department Ivan Kohedjikov spoke about what the international organization does, about his department’s job, and about the cooperation priorities. Also, participants were presented the Council of Europe's specific methodology for assessing efforts undertaken by GRECO [the Group of States against Corruption] member countries to combat corruption, and assessing efforts to combat money laundering.

Member of the European Court of Human Rights Secretariat Gregory Dickov enlarged on specifics of the Venice Commission’s work, whose job is to consider member states’ laws and bills affecting the constitutional law issues including election standards, minority rights, etc.

On the second day, participants were informed about the European Court of Justice, its structure and operation, the procedure of considering and executing appeals, and the role of ombudsman institutions in Europe. They also heard some cases concerning Russia.
