At the All-Russian Forum and Exhibition of Municipal Best Practices, Arslanbek Alibekov, Head of Khasavyurt Municipal District of the Republic of Dagestan, presented the innovative municipal project “Strong Roots – Strong Nation.” The initiative aims to strengthen public administration by fostering a new generation of civic leaders through three core pillars:
• Attracting talented young professionals to public service;
• Building a qualified personnel reserve for municipal governance;
• Implementing a structured mentorship program that bridges experience and innovation.
A central component of the project is the integration of veterans of the special military operation (SMO) into state and municipal government roles—honoring their service by channeling their discipline, patriotism and leadership into community development.
By uniting veterans with motivated youth “Strong Roots – Strong Nation” seeks to form a cohesive, values-driven local management team capable of advancing territorial development and significantly improving the quality of life for residents.
The project has garnered strong endorsement from both the Administration of the President of the Russian Federation and the All-Russian Association of Heads of Municipal Formations, underscoring its relevance as a model of effective, morally grounded governance.
Held with participation from approximately 750 leaders across Russia—including federal officials, regional administrators and municipal experts—the forum served as a vital platform for exchanging proven practices and reinforcing the efficiency, responsiveness and patriotic ethos of local self-government.
