Comprehensive refugee care mechanism set up in Daghestan

Makhachkala, July 21, 2014. By July 18, they have set up a mechanism for providing comprehensive assistance to refugees fr om Ukraine who had applied for temporary shelter in Daghestan, a source in the Daghestan ministry of labour and social development informed RIA "Daghestan".

The ministry has formed a working group and had an action plan approved on assisting refugees from Ukraine in order to solve the urgent issues as soon as possible. They help the refugee families wishing for now to stay in Daghestan in legal paperwork, registration, employment, etc.

To provide moral and psychological support, the ministry organized mobile teams of qualified psychologists, social workers and employment service officials. In addition, psychologists from the ministry’s social service institutions take turn in helping people on an approved schedule in the places of temporary residence.

The ministry has launched a "hot line" 8 (8722) 67-94-43. They are generating a database of families willing to house refugees from the Ukraine. The ministry’s social services centers in cities and regions now have humanitarian aid receiver points. They also organize charity events.

Specialists from the ministry of labour pull a daily duty for migrants wishing to find a job or be trained. They set up information plates on open jobs with details about the job requirements, wage rates, hot line numbers, etc. The information is constantly updated. Meanwhile, they monitor migrants to identify those wishing to gain a foothold in Daghestan, find a job or be trained. Each migrant has a special registration card with the necessary information.

The ministry also holds regular visiting job fairs for the refugees and internally displaced persons from Ukraine. E.g., July 2 and 4, they held job fairs at "Lezzet" and "Dolphin" recreation centers wh ere the refugees could be employed as builders, drivers, mechanics, watchmen, agricultural workers, tractor drivers, wood workers, and general workers with housing provided.

As of July 17, as reported by the Russian emergencies ministry’s Daghestan general board, 397 refugees and displaced persons from Ukraine have been sheltered in Daghestan. They are mainly residents of Luhansk and Donetsk regions. Some of them stayed with their relatives and friends, some were placed in 2 temporary settlements – the "Dolphin" recreation center (Makhachkala) and the "Lezzet" recreation center (Karabudakhken region) given the potential refugee influx from Ukraine.
