Makhachkala, October 22, 2015. The Federation Council Speaker Valentina Matviyenko during her speech during Government Hourat the Federation Council of the Federal Assembly, told that "there are objective circumstances and different capabilities for various regions", including those in terms of investment attractiveness.

In her opinion, the regions of the Northern Caucasus display high investment attractiveness. "We need time and additional measures of support from the federal center just to realize potential opportunities" - Matvienko confessed. "Fortunately, we are less concern nowadays about security problems in the Northern Caucasus, which previously had been one of the limiting factors" - Matvienko added.

"With the advent of the Ministry for Affairs of Northern Caucasus, it has become a good systemic, because this region, of course, has its own specific problems. We needs to use a systematic approach" - the Federation Council Speaker said, reminding about the adoption of the federal target program and some other projects.

The process of development of the region, in her assessment, "goes in the right direction."

"The progress is perhaps more slowly than we would expect, but it is gradually improving," - Matvienko noted. She also expressed confidence that "the measures outlined by the Russian government will give certain results."

"We as the Chamber of Regions, will closely monitor everything that is happening in the Northern Caucasus. The resorts of Caucasian Mineral Waters that cover more than one region are under special control. There is a good progress too" - Matvienko said.
