Makhachkala, February 9, 2015. The draft bill on establishing for media the responsibility for spreading the ideology of extremism is particularly relevant and necessary, the Chairman of the Committee on International Relations, Public and Religious Associations, head of the "Spravedlivaya Rossia" parliamentary party in Dagestan National Assembly Kamil Davdiev told RIA Dagestan.

He said the bill will benefit the Russian society via establishing media’s responsibility in combating extremism and abuse of freedom of speech in mass media.
"We all see social networks and some media being a place for users’ appeals for extremist activity, especially in the regions of the North Caucasian Federal District. These people do not realize that they affect feelings of other religious citizens. Something similar has happened recently in France, where a print medium abused the freedom of speech," the parliamentarian said.

Davdiev noted that once adopted, the federal law will spell out the regions’ authority. Later, similar laws will be adopted at the republican level.

On December 19, 2014, the Russian State Duma [the lower house of the Federal Assembly of Russia – RIA Dagestan] submitted for consideration the № 681710-6 bill «On amending the Code of Administrative Offences" in terms of establishing for the mass media the administrative responsibility for producing and issuing stuff containing public appeals for terrorist activity and (or) extremist activity, or substantiating or justifying the need of such activities, or in any other way promoting violence and cruelty.
