Makhachkala, June 20, 2012. On Tuesday, June 19, in Grozny the Prime Minister of the Russian Federation Dmitry Medvedev held a meeting of governmental commission for economic and social development of the North Caucasian Federal District attended by the deputy Prime Minister, the presidential envoy to the North Caucasian Federal District Alexander Khloponin, the heads of subjects of the NCFD, including the Head of the Republic of Dagestan Magomedsalam Magomedov.
The meeting participants addressed the issues related to the development of tourism cluster in the North Caucasian Federal District, reviewed the draft state program on development of the North Caucasian Federal District for the period till 2025 and discussed the way to promote tourism cluster development in the Northern Caucasus.
“We need to significantly change the situation in the region, to make life in the North Caucasus attractive, natural, safe and stable. So we need to focus on a number of very complex tasks, including the unemployment problem which still remains very significant in the life of the district. We also need to create a modern social and industrial infrastructure, and, of course, to increase the volume of housing construction. We have some figures on the development of all these issues, including the creation of hundreds of thousands of jobs. We scheduled the reduction of unemployment in the district from 16% to 5%. These are ambitious and serious problems. Their solution depends on the coordinated actions of the federal government on the one hand, and heads of ministries in the regions included into the North Caucasian Federal District.
I demand to finalize the draft program "Development of the North Caucasian Federal District" and submit it to the Russian government till December 1 this year: "Since the decision to create the tourism cluster in the Northern Caucasus almost two years passed. I was one of initiators of the program. I must admit that this time something has been done; in particular - that may be the most important – there has been radically updated the regulatory and legislative basis. The residents of special economic zones have been granted additional tax incentives and special preferences. Migration regime for the highly skilled employees has been simplified. But this is only the preparatory activities. We are faced with the main goal - every year the resorts of the North Caucasian tourism cluster must take around 10 million tourists. To do this, we should build hotels and houses designed for more than 100,000 seats, more than a thousand kilometers of slopes, more than 200 ski lifts and transport infrastructures. Of course, this problem cannot be solved by government sources only, the state encourages the foreign investors to be more active in investing the Caucasus.
As regards the Republic of Dagestan, for inclusion into the draft work plan of the governmental commission for the second half of 2012 there were introduced the following questions: On the implementation of the federal target program "South of Russia (2008-2013)"; On improving procedures for granting state guarantees for loans attracted for the implementation of investment projects in the North Caucasian Federal District, on the implementation of measures to create year-round tourist and recreational complex "Matlas" and the Caspian coastal cluster.
