Makhachkala, January 26, 2012. On January 26, Makhachkala hosted the first in 2012 ninth session of the Legislative Assembly of the Republic of Dagestan of the fifth convocation. The Speaker of the republican parliament Magomed Sultan Magomedov opened and chaired the work of the deputies. Agenda included different 16 issues.

The session began with the appointment of magistrates. Then the deputies discussed the draft law "On fishing and conservation of marine biological resources in Dagestan".

The first deputy chairman of transport committee Magomedgadzhi Radjabov delivered report on the bill "On organization of passenger transport services at the inter-municipal and urban levels in Dagestan. “The adoption of bill would streamline the work of all carriers on the transport market, regardless of ownership and is expected to reduce transport costs and tariffs" - Radjabov said.

The first deputy minister of agriculture RD Bashir Baytemirov made a report on adoption of the republican target program "Improvement of technical equipment availability in the Republic of Dagestan for 2012-2020". Rapporteur noted that the decision to develop the program was taken due to the critical reduction in fleet of agricultural equipment resulting insignificant reduction of the volume of arable land rotation in Dagestan, the increase of costs and reduction of competitiveness of agricultural products. For this reason, in recent years at the republic's authorities have been undertaking measures conducive to the increase in purchases of equipment.

According to Baytemirov, from 2012 to 2020, 2,500 tractors, 250 combine harvesters and other agricultural equipment worth 605 million rubles will be purchased under the program.

The head of the Agency for investments and foreign economic relations RD Ali Nurmagomedov reported on the process of adoption of the republican target program "Creation of favorable conditions for attracting investments into economy of Dagestan for 2012-2016".

The draft law requires allocation of budget funds totaling 3.34 billion rubles. These funds will be used primarily to build physical infrastructure investment areas, investor grants for reimbursement of interest on credit facilities, business plans, design and estimate documentation for investment projects and the state examination of project-estimate documentation projects.

The Minister of Finance RD Abdusamad Gamidov spoke about the amendments made to the draft law "On republican budget RD for 2012 and the planning period of 2013-2014."
