Makhachkala, January 24, 2012. On January 24 the Agricultural Policy Committee of the Legislative Assembly of the Republic of Dagestan considered two bills: "On Amendments to the republican law "On Land" and "On Approval of the republican target program "Improving the availability of technical equipment among the agricultural producers in Dagestan for 2012-2020". The discussion was moderated by the Committee Head Dzhaparbeg Shamkhalov.

The Deputy Head of the Committee Batal Batalov reported on the first item of the agenda. Batalov informed about the possible amendments to the republican law "On Land". In particular, he proposed to amend the Articles 10.1 and 10.2 on the standards-setting system for regulating relations connected with creation of artificial land plots. Paragraph 2.1 have been included into the Article 10.3, under which the state authorities responsible for the formation of land plots cannot deny the legally significant action in respect of land plots owned by the state or municipal property, on the grounds that the applicant did not apply cadastral passport. The Article 48 has been amended in respect of procedures for waiver of the right of permanent (perpetual) use of the land plots.

At the meeting all speakers announced a complete list of amendments proposed by the bill, and answered all the questions coming from the audience.

The second question posed in the discussion,has been highlighted by the first deputy Minister of Agriculture RD Bashir Baytemirov. Rapporteur noted that the decision to develop the program was taken due to the critical reduction in fleet of agricultural equipment resulting insignificant reduction of the volume of arable land rotation in Dagestan, the increase of costs and reduction of competitiveness of agricultural products.

Baytemirov also reported that the total value of agricultural equipment, scheduled to be put into service in Dagestan under the target agriculture program is 4152.5 million rubles.
