Russia does not recognize the presence of agreement with Azerbaijan on repairs of the bridge through Samur Trans-Border River.
The Ambassador of Russia to Azerbaijan Vasiliy Istratov said that the workgroup was in session for that issue in May and there are still no agreements between the parties yet.
“Anyway the questions are connected: those are apportioning of water at Samur and border delimitation. We are counting on the meeting of experts to be held in mid-September in Dagestan for discussing the apportioning of water. The previous meeting was held in July in Baku and we are going to see whether the experts could agree or not. Generally speaking, we have the basis for agreement. We should agree on numbers that is sufficiently difficult,” V.Istratov said.
Russia requires the parity use and Azerbaijan offers to save the current practice.
“The objectivity we have is obvious enough. On one hand, Baku cannot live without water from Samur at the moment, but on the other hand, 96-98% of that water is present at the territory of Russian Federation,” V.Istratov said.
Since 1996 the countries could not conclude the agreement on use of Samur River water resources.
