Makhachkala, July 14th. The Public Council created at the Department of the Federal Penitentiary Service RF in RD has finished a number of spot-checks in colonies and investigatory insulators of Dagestan. Let us remind, in the republic there are six colonies and three investigatory insulators. Problems in the Dagestan colonies could be divided into three groups, as Gasan Aygumov, the Public Council chairman has informed the RIA "Dagestan". "First, results of the checks have shown, that only 10 - 20 % of prisoners are busy with socially useful work or involved in any activity. One more negative aspect is that the most serious offenders, including recidivists are kept together those prisoners who are imprisoned for trivial offences and the first-time prisoners. Another problem in Dagestan is that the republic has no rehabilitation program for discharged inmates. The chairman of the Public Council at the Department of the Federal Penitentiary Service RF in RD has named other regions, where special centers, public figures are engaged in rehabilitation of convicts; for those, who went at large, there open special hostels, they are employed. In Dagestan nobody is engaged in it. All this will be discussed at the next session of the Public Council. There will be accepted a resolution, in which constructive offers and measures for the situation improving will be designated.
